Forum Gmin na 5! is a cyclical conference organized by the Institute of Enterprise that combines the announcement of annual research results with presentations and discussions on the entrepreneurial behaviors of municipalities in business services. This event integrates higher education institutions engaged in studying regional and local entrepreneurship, organizations focused on sustainable development, and institutions supporting the development of smart cities.

The purpose of the conference is to disseminate good practices of local government in creating public information for investors and entrepreneurs. This year’s edition, held online on May 16, 2024, was attended by over 150 people, including scientists, doctoral candidates, students, representatives of state and local authorities, management of special economic zones, science and technology parks, clusters, business incubators and accelerators, as well as entrepreneurs and business practitioners.

The conference began with the announcement of the results of the Gmina na 5! competition, which honors municipalities for best practices in investor services. Detailed research results were then presented, followed by a discussion panel where representatives of the distinguished municipalities shared their experiences and best practices in attracting investors, serving entrepreneurs, tourists, and residents.

The event concluded with the presentation of best practices in investor services and the closing of the conference. Forum Gmin na 5! once again confirmed its role as an important platform for the exchange of knowledge and experiences among scientists, local government officials, and entrepreneurs, promoting the development of regional and local entrepreneurship in Poland.

3RD EDITION – 2016/2017

On May 11-12, the Warsaw School of Economics hosted the third edition of the conference “Forum Gmin na 5!”, organized by the Institute of Enterprise and the Student Scientific Association of Acceleration. The event was held under the patronage of the Rector of SGH and the Polish Investment and Trade Agency.

The conference combined the results of research on the investment attractiveness of municipalities with the opinions of local leaders and representatives of business institutions, and awards were given to distinguished municipalities. The event gathered over 150 participants from public administration, entrepreneurs, and academics from various universities.

It was opened by Prof. Hanna Godlewska-Majkowska, Ph.D., who emphasized the need for collaboration between scientists and local governments. Municipalities such as Mrągowo, Krosno, and Piła were recognized. After the break, discussion panels and workshops on best practices in investor and tourist services took place. The conference concluded with presentations of research results and poster sessions.

The summary noted that the conference enriched scientific and local government collaboration, encouraging further editions.

2ND EDITION – 2015/2016

On April 22, 2016, the second edition of the scientific conference “Forum Gmin na 5!” was held at the Warsaw School of Economics, organized by Prof. Hanna Godlewska-Majkowska, Ph.D. The event combined research results on the investment attractiveness of municipalities with opinions from local leaders and representatives of business institutions.

The conference was opened by Prof. Marek Bryx, Ph.D., who emphasized the need for collaboration between academic environments and public administration. Municipalities excelling in investor services, including Krosno, Piła, and Rawicz, were awarded. The discussion panel, moderated by Prof. Jan Klimek, Ph.D., gathered mayors and representatives from various institutions to discuss best practices in communication with investors.

The second part of the conference focused on research into the entrepreneurial behaviors of municipalities, with Dr. Tomasz Pilewicz presenting a model of the municipality as an entrepreneurial organization. Discussion panels included scholars and business institution representatives, discussing, among other topics, support for SMEs and cooperation between local government units and higher education institutions.

The conference concluded with a summary and an invitation to the next edition, which aims to continue research on the investment attractiveness of municipalities.

The conference aimed to disseminate good practices of local government in creating public information for investors and entrepreneurs using modern media. The occasion for the meeting was the presentation of the results of the “Gmina na 5!” study conducted in 2014 by the Student Scientific Association of Entrepreneurship and Regional Analysis, operating at the Business Environment Unit of the Institute of Enterprise.

Additionally, there was a ceremonial awarding of the “Gmina na 5!” diplomas and a discussion on best practices in IT communication with the participation of representatives from academia, business, local government institutions, and governmental agencies. The event was held under the patronage of the Polish Information and Foreign Investment Agency.
